OpenAI is handing Ukraine’s government free access to Daybreak, its AI-powered cyber-defense platform, in a move aimed at helping the country fend off a relentless barrage of cyberattacks targeting hospitals, power grids, and telecom networks. The announcement, made on September 23 during the UN General Assembly in New York, formalizes a partnership between OpenAI and Ukraine’s Ministry of Digital Transformation.
The timing is deliberate: Ukraine’s computer emergency response team, CERT-UA, logged nearly 6,000 cyber incidents in 2025 alone, a figure that underscores just how digitized the conflict has become. What Daybreak actually does Daybreak is OpenAI’s cybersecurity program designed for what the company calls “frontline defenders,” meaning governments and organizations that face sophisticated cyber threats but lack the resources of a Fortune 500 security operations center.
